Seems the City of Austin has little interest in helping people dispose of/recycle their toilets. Some cities have recycling programs that recycle the toilets into concrete, but it doesn't appear as if Austin has any such program. Application says: "Old toilets cannot be reused. Participants agree to destroy or disable their old toilet(s)." Maybe make it into a fancy flower pot?
