		<description><![CDATA[Are you joking? The comptroller&#039;s office of Texas needs to apologize for its very amateurish handling of the website and the program. If the website is clogged, how did the rebates get distributed? It&#039;s worth an investigation of not only the money but also the competency of the group. This was announced in December. Other states have had clogged up websites and Texas had 3 full months to plan. Please fire the planning people for this program and put the 3 stooges to work. This was the worst handled event I&#039;ve seen in some time! A big apology is owed to the citizens of Texas. Also, I sure hope no other similar federal money is going to flow through this office. Or should we just expect another lame excuse &quot;we didn&#039;t expect all this...&quot;  Major incompetency!]]></description>
