2013-02-17 Forward on Climate Rally on the National MallI have been a Public Citizen intern since January of this year.  As a Political Science graduate student, in both Undergraduate and Graduate studies I have been immersed in the political process and the theories behind the ideas that have formed our nation.  When I was a bit younger, I dabbled in political activism, with issues like civil rights and equal rights, which are still very near and dear to my heart.  But, I never took the plunge into becoming a full on activist.

Thursday, February 14th, I had the opportunity, through Public Citizen and The Sierra Club, to get on a bus with 48 other Texans and make the long trek to Washington D.C. for the Forward on Climate Rally.  I had been to D.C. several times before, but never for a cause.  Our bus departed from Austin, Texas and made stops in Dallas and Tyler.  At each stop, new people joined us.  Each person on the bus had their own reasons for engaging in this somewhat grueling 30 plus hour bus ride.  Each person was motivated enough to take time out of their schedule and commit to a less than comfortable ride on a bus to our nation’s capital.

In the early part of our journey, many people did not know each other.  Many of us were coming from different places geographically and in life.  As the hours wound on, conversation and ideas began to flow on the bus.  People began to relax and conversations began to percolate throughout the bus.  After the formalities, discussions began on why we were on this trip.  There were people directly affected by the Keystone Pipeline.  Others were concerned with climate.  Some were just champions of the Earth.  For quite a few of my fellow bus riders, activism was old hat.  Others, such as one older, retired gentleman, still were hesitant to call themselves activists.  Some were believers in the cause, but just there for the exchange of ideas and to observe.  But, within the varying reasons for attending the trip, a common thread was clear.  Something needs to be done about climate change.  That was something everyone could agree upon, regardless of what school of thought they were coming from.

As for me, when I got on the bus, I did not really know which one of these types I was.  Climate change has always been a concern to me.  I try to live a “green” life.  I knew the Keystone Pipeline was bad news from things I had read and heard, but I suppose that I was never mad enough to do anything about it.  For me, civil rights and related social issues had always been the most important…

As the trip wore on, we all began to become friends.  We shared experiences and ideas.  By the time we arrived in D.C., we were no longer a bus full of strangers.  There was a feeling that we were a team, and some of us had become quick friends.  Our group spanned many different generations and encompassed many different levels of involvement in the cause. 

Friday night and Saturday, through some downtime and tourism, the group continued to solidify.  Our bonding was increased through a night on the town and sightseeing, but the main event was yet to come.

Sunday, February 17th began by loading on the bus and heading to the Public Citizen D.C. office for breakfast and some interviews with a reporter.  Outside, the cold was biting, with a wind chill of 6 degrees.   As we prepared to depart for the National Mall, the excitement level was high despite a lack of sleep and the cold weather. 

2013-02-17 Forward on Climte Rally March on the White HouseWe arrived near the Washington monument to a sea of busses.  Hundreds of busses.  We arrived about an hour early, and there were people as far as the eye could see ready to participate in democracy.  The estimates of number of people at the Forward on Climate rally ranged from 35,000 to 50,000.  As the rally began, speakers began to deliver messages from many different points of view.  Some were directly affected by the pipeline, other were speaking of climate change and activism.  The excitement level of the crowd increased with every speaker.  The climax of the rally was the 10’s of thousands of us marching to the White House.  The street was packed from curb to curb all the way around the White House.  We now know that President Obama was playing golf with Tiger Woods and oil executives, so he did not see the awe –inspiring site of that many people united for our climate.  Everywhere you looked there were signs.  When you stopped to listen, you could hear chants that would begin with one person and end with a united crowd chanting in solidarity.  While marching around the White House, you almost forgot how cold it was. (It was really cold)  When we returned to the National Mall, I had a sense of accomplishment.  You could not help but feel that we had done something important, united together as a group as varied as any ever assembled.  People of different ages, races, economic backgrounds, and geographic locations; all united in for the planet.  It was then that something I should have realized all along dawned on me.  Climate change and human/civil rights are intertwined.  They are so deeply related, that it is almost hard to see the preverbal forest for the trees.  Without one, there cannot be the other.  It also dawned on me that this is the fight of our generation.  This is the legacy that we should pass on to our children and their children. Our Earth and our climate is intrinsically a human right.  If we do not take action, there may not be an inhabitable planet for future generations, which would be the greatest violation of human rights in our history.  Through the interactions on the bus, the speakers, the sights and the sounds, something that should have been painfully obvious to me was finally made clear.

We cannot be passive observers in this fight against climate change.  We cannot be passive observers in things like the Keystone XL, even if we think they do not directly affect us.  (It does)  The time to remain silent is gone.  It is time to call on everyone who knows these things are terrible to use their voice, their right to free speech, and the democratic process to put an end to this insanity.  The Earth cannot wait while we sit idly by and do nothing while corporations destroy her under the guise of “progress” and “economics.”  We need to stand up and let them know that we will not stand for irresponsible practices and violations of our planet.  We must activate to preserve our climate and Earth for future generations.  We must let President Obama know that we won’t stand for the Keystone XL. 

For me, it is now no longer an option to passively oppose what is going on.  Activism is now a necessity.   I would urge everyone to use their voice, stand up and be heard.

It looks like we can expect an above average Atlantic hurricane season according to the most recent forecasts by the National Oceanic and Atmospheric Administration (NOAA) and the Colorado State University Tropical Meteorology Project (CSUTMP).

Last year we dodged the bullet and no major hurricane made a U.S. landfall (as was the case in the previous four years) even though last year’s hurricane season was one of the busiest on record with 19 named storms, with 12 strengthening into hurricanes.

This year NOAA predicts between 12 to 18 named storms of which six to 10 are likely to be hurricanes, and three to six of those could become major hurricanes, ranging from Category 3-5.

The factors indicating an above average season (11 named storms and six hurricanes, of which 2 are major):

  • In the regions of the Atlantic where storms often develop, sea surface temperatures are up to two degrees Fahrenheit warmer than average.
  • La Nina, is likely to still have an impact.
  • The last sixteen years, ocean and atmospheric conditions have been conducive to more active Atlantic hurricane seasons.

Last month CSUTMP forecast an above average season of 16 named storms of which 9 are expected to turn into hurricanes, with five developing into major hurricanes with sustained winds of 111 mph or greater.

Their probabilities for a major hurricane making landfall in the U.S. are:

  • A 72 percent chance that at least one major hurricane will make landfall on the U.S. coastline (the long-term average probability is 52 percent).
  • A 47 percent chance that a major hurricane will make landfall on the Gulf Coast from the Florida Panhandle west to Brownsville, Texas (the long-term average is 30 percent).
  • A 48 percent chance that a major hurricane will make landfall on the East Coast, including the Florida Peninsula (the long-term average is 31 percent).

Forecast updates are expected June 1 and Aug. 3 after which they should know better if La Nina affects are still likely to have an impact and if an El Nino is developing.

If I had a nickel every time we put out a statement saying something along the lines of “Governor Perry is blowing hot air about climate change”…I could probably only really buy a candy bar. Or a coke — a Mexican coke in a bottle, preferably, to be drunk as I eat a fried avocado taco on a Friday afternoon (mmm, thanks Perry).

But this week our dear Gov was at it again. Tuesday morning he joined Attorney General Greg Abbott and Agriculture Commissioner Todd Staples to announce a lawsuit against the Environmental Protection Agency’s(EPA) endangerment finding for carbon dioxide. We had plenty to say about it, which has already been posted this week, but I think that I like the way Forrest Wilder over at the Texas Observer put it best:

Perry is up to his neck in pseudo-scientific gobbledygook and he’s bringing Attorney General Abbott and Ag Commissioner Todd Staples along with him. The (“frivolous“) lawsuit today is neither a legal nor scientific document. It is a political one: poorly-reasoned, poorly-sourced and containing enough tin-foil hat conspiracies to block a Mexican border blaster.

Check out his blog post for the nitty gritty on the legal brief (“filled with footnotes, giving the appearance that it’s been carefully researched. But on closer inspection many of the references are to rightwing blogs, “studies” by armchair climate analysts, and obscure anti-climate groups like the New Zealand Climate Science Coalition.”)

Luckily we heard about Perry’s press announcement with just enough time to sweep in and have the last word. Officing 3 blocks from the capitol does have its perks. Along with Sierra Club, we were able to stake out a good spot outside the Governor’s Press Room and hold an impromptu reaction press conference by the West Trashcan. With members of the press gathered around, Smitty (our director, of course!) and Eva Hernandez from Sierra Club gave statements crying foul on the Governor’s tomfoolery, and even issued a symbolic “citizen’s citation” to Perry for endangering the health of Texans and the climate. Perry didn’t come out to accept it himself, but did send a policy aide in his honor. Good thing too; we were worried we’d have to slip it under his locked and barred door (not exactly the climactic press moment we were looking for). Perry Flaunts State, Federal Law in EPA Lawsuit

Statement from Tom “Smitty” Smith, director of Public Citizen’s Texas Office and Ken Kramer, director of the Lone Star Chapter of the Sierra Club

This morning Governor Perry attempted to show Texas voters that he is bigger than both Texas and federal law by enacting a lawsuit against the Environmental Protection Agency’s(EPA) endangerment finding for carbon dioxide, but instead just further highlighted his failure to protect Texans’ health and the safety and long term stability of our economy and climate.

Instead of suing the EPA, Perry should be taking proactive steps to reduce greenhouse gas emissions and build up our clean energy economy.  Our governor likes to brag about all he’s done to promote wind and energy efficiency and the emissions Texas has avoided as a result, but at the same time he is hammering through a second Texas coal rush that will negate all that hard work and add 77 million tons of CO2 to Texas’ already overheated air.

Perry’s blustering behavior has actually caused Public Citizen to file a lawsuit against the Texas Commission on Environmental Quality for its failure to regulate global warming gasses. Texas law clearly requires that “air contaminants” be regulated, and defines contaminants as follows:

“‘Air contaminant’ means particulate matter, radioactive material, dust, fumes, gas, mist, smoke, vapor, or odor, including any combination of those items, produced by processes other than natural.” Tex. Health & Safety Code § 382.003(2).

Perry has proudly demonstrated willful ignorance of this portion of Texas law time and time again, and has ordered state agencies such as the TCEQ to ignore it as well. For this reason and his actions today we are issuing our Governor a Citizens’ Citation to cease and desist endangering the health of breathers, the economy and the climate in Texas by continuing to permit coal plants and other large sources of CO2.

Now that the ball’s dropped, toasts made, fireworks popped and black eyed peas consumed, we’re feeling reflective today.  Faced with that eternally annual question, “Should Auld Aquaintance Be Forgot?“, I’m moved to such mental poetry as “Heck no, this year was too much fun!”

We’ve had a hell of a year here at Texas Vox.  In such a short span we’ve gone from a humble policy blog, primarily read internally and by our own interns, to stake our claim as a top climate and energy blog in the state, with a national and even international reach.  And you, dear citizen-readers, are not the only ones to take notice: from responses we’ve received over the year it is clear that we’re also on the radar of agency commissioners, legislators, city council members and even the office of the governor.  Not too shabby for 12 month’s time, and an exciting place to be as we enter a new decade and crucial political time.

So here’s the first segment of our “Year in Review” series: the Top Texas Vox Stories of 2009.

1. Energy Citizens

Remember when, way back in August, your intrepid friends at Texas Vox boogied down to Houston to crash the American Petroleum Institute’s astroturf “Energy Citizens” rally?  This was the first of several rallies across the nation that API staged to make it look like there was a strong, ground-up movement against a federal climate change bill.  But it turned out that the event was more of a company picnic than a grassroots campaign; they blocked our entry and wouldn’t even let in the “real” anti-cap and trade grassroots, as organized by folks like Freedomworks — no American flags either! But never fear, your own Citizen Sarah was able to sneak past their burly guards and interview a few of these so-called Energy Citizens — who we found out say the darndest things (like that they don’t really know much of anything about the climate and energy bill and are there because or their employers)!

API’s antics didn’t end in Houston, either — in North Carolina, they even locked out the state representative of the district where the rally was held! After a few more rallies, it quickly became clear that on top of being funded by the American Petroleum Institute and stocked with energy company employees, the majority of them were also organized by oil-industry lobbyists. But by that point, no one was buying API’s story anymore.  Way to bust ’em, Netroots!

2. The 2009 81st Legislative Session

Activists had high hopes for the 2009 81st Legislative Session.  With the new Obama administration, fear of pending federal climate legislation, and a new Speaker of the House to break the Craddickocracy, it seemed almost certain that good bills would pass to move Texas closer to a clean energy future.

Two weeks into the session, Public Citizen Texas’ legislative package (which included such lofty goals as significant climate change legislation, a major update of state energy efficiency programs, a non-wind renewable portfolio standard (RPS), and a bill to create incentives for solar power) was in the best shape it had ever been, and the session looked to be one of the most productive in history.  At this point, all of the bills Public Citizen’s Texas office supported had made it out of committee, been passed by either one chamber or the other, and had made it out of Calendars committee and were scheduled for debate.

Unfortunately, the vast majority of our legislation was calendared behind an incredibly contentious Voter ID bill which would have required Texas voters to present a valid driver’s license to vote.  In order to block this bill, House Democrats adopted the “chubbing” tactic — talking bills to death — to avoid getting far enough down the bill list to have to vote on the Voter ID bill.

This stalling technique cut five days from the end of the session deadline and killed a tragically long laundry list of bills that were scheduled after Voter ID.  As an example, SB 16, an omnibus air quality bill which would have provided funding for TERP, plug-in hybrids, and a diesel emissions reduction plan, was directly after Voter ID on Calendars.  Our solar incentives bill was also on the same page, and the non-wind RPS bill was scheduled to be discussed the following day.  It was a very disheartening end to an otherwise shining legislative session — kind of like a great interception and full field run that ended in a trip just shy of the 1 yard line.

But there were still some great victories in there. These major wins included:

  • Funding for the Texas Emissions Reduction Program (TERP) for areas in non-attainment status of the federal Clean Air Act (CHB 1796)
  • A carbon dioxide registry to address the state’s contribution to global warming (CHB 1796)
  • A “green fee” bill allowing the governing board of public colleges and universities to institute an environmental service fee (once approved by student body election)
  • A bill to create municipal solar districts that would allow local governments to provide low-cost loans to consumers to install solar on roofs (HB 1937)
  • A “no regrets” strategy for greenhouse gas reduction in the state.  This bill will require the State Comptroller to examine the state’s energy use in order to find ways to reduce our emissions and save money at the same time (SB 184)
  • A green fleets bill to promote low emissions and plug-in hybrid vehicles for fleets of major state agencies (HB 432)

According to the Environmental Defense Fund,  driving leads to more than 330 million tons of carbon dioxide emissions each year in the United States alone.  This amounts to more than 20% of the nation’s carbon dioxide emissions!  In an effort to cut down on greenhouse gases, the Obama administration’s new fuel efficiency standards require that passenger cars and light trucks cars get a minimum of 35.5 mpg by 2016.  The environmental impact of these new standards is similar to taking 177 million cars off the road.

While this is a positive change in policy, it does not rid us of our personal duty to decrease our own impact.  This is a tough one, because so many of us depend on our car for basically everything.  I am certain, though, that there are actions that we can all take.  Some of us may be able to walk or bike more, or take advantage of public transportation, while others might choose to buy a more efficient car or drive smarter. And we all can ask our legislators to spend more time and resources on energy efficient city planning and transportation.

Nobody has said that reversing global warming will be convenient or easy, politically or personally.  Sometimes, however, walking, biking, or taking public transportation to work or to run errands is much more enjoyable than driving.  Sure, it usually takes a bit more time, but you are also getting some exercise, enjoying the freedom from road rage, and getting to know your neighborhood better.  You will save loads of money on gas, and perhaps you will find yourself in a better mood by the end of the day.  Walking or biking will not only help save the earth, but will also lower the health care costs associated with obesity. It has been shown that countries with the highest levels of active transportation have the lowest rates of obesity.  Have you ever checked out the website Walk Score?  It is pretty neat – you put in your address, and using a 100 point score it tells you how walkable your neighborhood is, and provides a map showing you how close you are to grocery stores, restaurants, coffee shops, bars, movie theaters, parks, drug stores, and the like.

Maybe walking or biking is not an option for you, but the bus is.  Public transportation in the US saves about 37 million tons of carbon dioxide every year, and more than 11 million gallons of gas every day! While it may take a bit longer than driving, you have the freedom of reading a book or the paper, or simply sipping on your coffee and looking out the window.  It may sound crazy, but for every gallon of gas that you spare, you keep 19.4 pounds of carbon dioxide from being emitted into the atmosphere – who says individuals can’t make a difference?

About half the people in the US don’t have access to public transportation.  If this is you, there are other ways to reduce your impact from driving.  If you are in the market for a new car, put fuel efficiency as a top priority.  A hybrid car can save 16,000 pounds of carbon dioxide and $3,750 per year.  Shop around for the most fuel-efficient car that suits your needs on websites like FuelEconomy or GreenCar.  If you don’t really need a big car, then don’t buy one.  Another huge thing you can do is to keep your tires properly inflated. This saves you about 250 lbs of carbon dioxide and $840 per year per vehicle!  Other tips include: don’t use your car as a storage unit, the more stuff it is carrying around, the harder it needs to work; drive more smoothly, try to limit stopping and starting; shift to a higher gear a little bit earlier; and turn off the car instead of idling.  Of course, car-pooling when you can makes a huge difference as well.

Depending on our living situation, we all have different abilities to lessen our impact on the planet from driving.  One thing, however, that we can all do is urge our leaders to invest more in public transportation and cities and towns that are walker and biker friendly.  It is easy, and will only take a minute of your time. Sign a petition here.  In the meantime, do whatever you can to walk more and drive less.  While you are doing your part, you might be surprised at just how rejuvenating slowing down can be.

Did you know that in the United States, the average person throws away around 100 pounds of food scraps per year? According to the USDA, “just over a quarter of the country’s food — about 25.9 million tons — gets thrown in the garbage can every year.”

But food is biodegradable, and decomposes in the same manner no matter where we throw it out, right? Wrong. While we should all try to throw away less food, composting what we do toss-out reduces the impact on the environment.

Any food scraps or leftovers that the dog doesn’t eat decompose in one of two ways. Due to the airtight nature of landfills, the food we throw away with the rest of our trash decomposes in an anaerobic manner (without oxygen). One of the bi-products from anaerobic decomposition is methane, which is a stronger greenhouse gas than carbon dioxide. In the first 120 days in a landfill, every metric ton of food can generate .25 metric tons of methane. On the other hand, food that decomposes aerobically (with oxygen) in a compost pile generates carbon dioxide – which is 25 times less potent than methane. If the U.S. composted the 25.9 million tons of food we throw out each year, the effect would be as if we removed 7.8 million cars from the road!

Because oxygen is the golden ingredient, it is important to allow air to get to your compost through the use of a functionally designed container, through turning your compost, or by using worms as a way to ensure oxygen can do its job. Read more about the basics of composting here.

According to the Composting Council the largest benefit from composting is avoiding the production of methane. But, the benefits don’t stop there. When compost is used in agricultural practices :
• Irrigation needs decreases by 30-70%, due to improved water retention in soil;
• Fertilizer (expensive, and often harmful to the environment) needs decrease by 33-66%;
• Carbon sequestration of soil increases by 6-40 tons of carbon per hectare.

Okay, so for those of you who live in farmhouses – or at least have a backyard and a small garden – composting seems like an easy and beneficial practice. You barely have an excuse! But, this is more of a challenge for the 80% of us in the US who live in urban areas. Where do we put a compost pile, and what do we do with it? Thankfully, there are a few options.

First, you can do as my cousin Elizabeth does in New York City. She freezes her food waste, and brings it to the Union Square Greenmarket once a week, where a farmer she knows gladly accepts it for the wholesome treasure that it is. Next time you are shopping at your local farmers market – ask around! Similarly, you can find a composter that accepts food waste in your area, where you can drop off your compost.

A second option, especially if you have a bit more room, or any indoor or outdoor plants that will benefit from it, is to start a worm bin. Worms love to eat kitchen scraps, and the nutrient-rich castings they produce are great for soil. There are many resources on vermicomposting – a great one is cityfarmer.org, published by Canada’s office of urban agriculture.

The third way of urban composting, and possibly the most important way towards the institutionalization of urban composting, is to tell your city officials that you live in an apartment, that you want to compost, and that you think it is high time for them to implement a curbside composting program. If you don’t think your city is “green” enough to do such a thing, look for inspiration and practical advice from San Francisco – where starting October 21 , it will be illegal not to compost, or other cities including Seattle, Boulder, and Minneapolis-St Paul.

Finally, if composting at home just isn’t going to happen for you, (at least until your city starts providing curb-side composting), talk your employer into it. For instance, the National Press Club has just started to compost, and plans on preventing 2 tons of food per month from heading to the landfill. Some state facilities such as prisons and universities also compost – for example, the state prison facilities in Nashville composts leftovers, and uses the compost on its own 100-acre vegetable garden, and Iowa State University has a compost system that can handle more than 10,000 tons of waste per year.

As an introduction to next week’s Green-up your life! blog – getting children involved – talk to elementary and high school administrators about starting a community compost project. By throwing away less food, composting the food we do throw away, educating our community members, and getting state institutions involved, we will soon be en route to a true environmental revolution!
