The Electric Reliability Council of Texas, Inc. (ERCOT), system operator for the state’s bulk transmission grid, is asking consumers and businesses to reduce their electricity use during peak electricity hours from 3 to 7 p.m. today.

Consumers can help by shutting off unnecessary lights and electrical appliances between 3 and 7 p.m., and delaying laundry and other activities requiring electricity-consuming appliances until later in the evening. Other conservation tips from the Public Utility Commission’s “Powerful Advice”  include:

  • Turn off all unnecessary lights, appliances, and electronic equipment.
  • When at home, close blinds and drapes that get direct sun, set air conditioning thermostats to 78 degrees or higher, and use fans in occupied rooms to feel cooler.
  • When away from home, set air conditioning thermostats to 85 degrees and turn all fans off before you leave. Block the sun by closing blinds or drapes on windows that will get direct sun.
  • Do not use your dishwasher, laundry equipment, hair dryers, coffee makers, or other home appliances during the peak hours of 3 to 7 p.m.
  • Avoid opening refrigerators or freezers more than necessary.
  • Use microwaves for cooking instead of an electric range or oven.
  • Set your pool pump to run in the early morning or evening instead of the afternoon.

Businesses should minimize the use of electric lighting and electricity-consuming equipment as much as possible.   Large consumers of electricity should consider shutting down or reducing non-essential production processes.

Its predicted that the entire state will have record temperatures this weekend. Please take all measures to avoid using unnecessary energy. They might have a hurricane on the east coast but we have a heat wave in Texas and there might not be enough electricity to go around.

Statement from ERCOT CEO Trip Doggett on the need for conservation through the weekend:

Our information indicates this weekend will be one of the hottest on record in some areas of Texas. Electric demand and usage will be extremely high and we need every person to help us conserve electricity between the hours of 3 p.m. and 7 p.m. on Saturday and Sunday.

Please help us keep the power flowing to every Texan in ERCOT by turning up your thermostat a few degrees if you’re able, turning off unnecessary lights and appliances and doing dishes and laundry in the morning or after 7 p.m.

Your efforts do make a difference and are appreciated.

Will my rates go up because of last week’s electricity mess?  That’s a question that the Texas Tribune, a nonpartisan, nonprofit media organization that promotes civic engagement and discourse on public policy, politics, government, and other matters of statewide concern, asked and their answer starts out:

Lots of Texans are asking that question in the wake of last week’s rolling blackouts, and nobody’s going to be happy with the answer, which is: “It depends” (if you ask the electricity industry); or “Yes” (if you ask consumer advocates).

. . .But deregulation is the color of money
And deregulation can be cool and shopping-like
And deregulation can be big like a variable rate plan, or important
Like a TXU/Oncor, or tall like a wind turbine.

Deregulation of the Texas electric market brought us the “POWER TO CHOOSE.”  You can check out the Public Utilities Commission’s site to learn about electric competition in Texas and shop for electricity providers.  But be forewarned, sorting through the options can be time-consuming and confusing. Customers can pick a provider based on price; whether power is produced by coal, wind or natural gas; the length of the contract; and whether the price is fixed or adjustable, like a mortgage.  But it’s what you don’t know as you sort through all the information that can cost you money.

For instance, the quoted rate might not include transmission and distribution charges, monthly customer charges or other recurring fees buried in the fine print. Some companies may require a deposit, assess a hefty fee if you end your contract or charge higher rates if you use too little electricity. A rate of 10 cents per kilowatt hour might apply if you use a certain amount of power each month; but if you use less, the rate might be 20 percent higher.

Austin Energy hired a consultant to help determine how its rates compare to those of other utilities in preparation for its plan to substantially raise electricity rates in 2012.   The work is ongoing, but an eye-opening statistic has already emerged.  Estimates indicate that the average US household’s energy costs are equal to 7% of household income, but the study shows that on average, the poorest 5 percent of Travis County households spend about 45% of their incomes on electricity.

That is a staggering statistic and points out the need to provide more energy efficiency funding for low-income families.  The short and long term benefits are economic relief and cost-effective home improvements. While assistance relieves pressure on individual households, the benefits also ripple into the community. With less money spent on energy, more money is available for other goods and services. If this money is spent locally, Austin captures this revenue, with further benefits rippling out from there.

Keep in mind, most low-income households are renters.  There should be incentives put in place to encourage landlords to increase the energy efficiency of their properties.  And don’t forget, there are environmental benefits to reducing our energy usage.  This seems like a win win for our city.

Column – Andy Wilson: Perry spews hot air on warming

AUSTIN – Gov. Rick Perry’s recent essay (“EPA ‘science’ doesn’t add up in global warming equation,” Dec. 27, 2009) is full of hot air and not much else.

The governor’s outrage produces more heat than light, revealing his ignorance of science and penchant for quoting dubious and discredited economic studies funded by energy companies.

The real inconvenient truth is that Texas cannot afford to make meaningless political statements any longer, especially when there’s work to be done – carbon regulation is coming whether the governor throws a tantrum or not. We can shout at the wind or harness it into a clean energy future.

Planning for a low-carbon future now will pay dividends in the future as the world comes to Texas for the clean energy we can supply in abundance. But if we choose to pout rather than produce, we risk missing the clean energy train.

Already, Texas wind turbines are providing electricity, not to mention jobs and tax revenue, and we’re blessed with some of the best solar potential of any state. According to data from the Electric Reliability Council of Texas, West Texas families pay less for their electricity, thanks in large part to all those wind farms. Peer-reviewed economic studies, including one by the Union of Concerned Scientists, show Texas families stand to save $980 annually in energy costs by enacting clean-energy legislation.

The scare-tactics scenarios the governor laid out use phony statistics from studies underwritten by dirty energy lobbyists who are afraid of competition from these low-carbon upstarts. If you dig deeper into these studies, even under their highest cost projections, U.S. economic growth remains robust and millions of new jobs are created, hundreds of thousands of which would be in Texas.

Given our high-tech, manufacturing, and energy leadership experience, Texas should be attracting green energy technologies already. But instead, we’re losing major solar and battery manufacturing to states which are less sunny but more savvy, such as Pennsylvania and Michigan.

Maybe Perry should spend less time posturing and complaining about science he doesn’t understand and more time enacting strong policies to attract clean energy jobs and industry to Texas, the same way Amarillo has in their recent announcement to bring as many as 750 new wind turbine manufacturing jobs to the area.

The truth about the hacked e-mails Perry references that purport to discredit global warming is this: It’s a tempest in a teapot, and every scientist knows it. If we’re looking for a “smoking gun” that disproves the settled science of climate change, we would need glaciers and ice caps to stop melting at record levels worldwide. We would need temperatures and drought throughout Texas to recede, rather than having the last decade be the hottest and driest on record.

Since we only depend on the research of scientists at the University of East Anglia, a town and university so small, I challenge you to find it on a map, for a very small portion of the corpus of scientific knowledge on climate change, we would need much more than a few choice words from scientists behaving badly to contradict that. To discount all climate science based only on these emails would be the same as disqualifying University of Texas from playing in the Rose Bowl because of the criminal misbehavior by one of their bench wide receivers.

But the good news is that whether you believe in global warming or not, all of our tools to solve it are the same tools we need to solve our current crises and create a better future for Texans.

Worried about unemployment? Energy security? The loss of American manufacturing? Clean energy development cuts into all of these problems, and just happens to help save the planet while we’re at it.

Everybody wins.

So at the start of a new decade, let’s be winners, not whiners. Texas should be getting in front of federal legislation and putting in place the policies that ensure that the nation will turn to us for their future renewable energy needs for the 21st century, the same way they have for the past century with oil and gas.

Doing anything less, Gov. Perry, certainly seems … well, un-Texan.

The following editorial from the San Antonio Express News is an excellent take on the issue of the South Texas Project nuclear expansion. Kudos to Carlos Guerra!

Expert offers uniquely Texan power solution

With a Ph.D. in nuclear engineering from UC-Berkeley, Arjun Makhijani has followed energy issues and innovations for decades. But with his uncanny understanding of economics, and a willingness to put a pencil to what comes along, when he says something, you listen.

Or, at least, you should.

Makhijani’s most recent book, “Carbon-Free and Nuclear-Free” is now a must-read on emerging energy solutions. And last fall, he studied CPS Energy’s plans to participate in the doubling of the South Texas Project.

Among other things, the engineer concluded that the two new reactors would cost more than twice what was projected.

CPS’ latest forecasts now almost echo Makhijani’s.

And Wednesday, he advised CPS to closely re-examine its drive to expand the STP and, especially, its latest twist in the deal: to sell excess electricity on the wholesale market to offset the regular rate increases that would be made necessary to pay for the new reactors.

“Especially in a deep recession, when demand for electricity is going down throughout the country, and nobody has any idea when it will recover,” he said, “for San Antonio to say they are going to sell electricity on the open market at rates that will benefit ratepayers is gambling with public money.”

Makhijani did compliment our utility’s newfound commitment to promoting greater efficiencies and relying more heavily on wind energy. But he also offered alternatives to the pricey investment in nuclear power that he says would be better and safer — economically and environmentally — and yield better results more quickly.

“The combination of efficiency, storage and wind, and concentrating solar thermal energy would be the right mix,” he said. “And the pace at which you do that should depend on the economic circumstances. You shouldn’t be overbuilding anything, not wind, solar or whatever.

“In San Antonio, the first thing to do is to start making money on efficiencies so bills don’t go up for consumers,” he continued.

“That will lay the foundation for a solid electricity sector that will be modern and that can accommodate changes.”

And since CPS leads Texas in its commitment to buying wind energy, it should incorporate storage strategies so it can purchase excess electricity when it is cheapest, and distribute it to augment other electricity sources when demand — and other electricity prices — soar.

The Japanese, Makhijani noted, are already using large industrial sodium-sulfur batteries to do just that with wind energy.

But in Texas, storing energy as compressed air in massive underground caverns — as is done with natural gas — might make more sense. And it is a proven technology.

Then, when energy demand peaks, the compressed air is heated with small amounts of natural gas and used to drive turbines to generate electricity that can help meet the peak-load demands.

When you think about it, that would be a perfectly Texan solution. When temperatures soar and air conditioners are cranked up, we could solve our peak demand problems with natural gas and a lot of hot air.
