Ever wondered why Texas should invest in solar energy?  Ever wanted it explained to you in 5 minutes in a way reminiscent of a 1940s newsreel?  Or just tired of The Sham-wow Song and want a new viral video to watch?

Written, produced, and starring members of the Public Citizen Texas staff, “Wildcatting the Sun” talks about Texas’ solar potential, the green jobs that would come to Texas from investing in solar now, and how solar can replace dirty coal and expensive nuclear.

In the fight for a greener future, America’s youth has and is continuing to be one of the strongest forces. Recently, I participated in Powershift 2009–the largest summit on climate and energy in United States’ history. Roughly 12,000 attended the conference, and the overwhelming majority of participants were students from high schools and colleges spanning across the nation!

The conference began Friday, and provided endless opportunities for attendees to experience environmentally-geared panels, workshops, movies, speakers, and state breakouts until Sunday. The amalgamation of these informative and inspirational activities worked as a preface that ultimately led to Powershift’s climax that Monday–lobby day. Despite the untimely blizzard-like weather that stormed DC right before that Monday, thousands of youth still trudged through snow and sleet to capitol hill. That day, March 2nd, proved the be the largest lobby day for climate and energy in US history. Senators and representatives from all fifty states were successfully lobbied, with a total of 350 lobby visits! For any of you who are glad that some federal lobbying was completed for your interests, here is the platform that Powershifters presented to US senators and representatives:

1. Cut Carbon Emissions

  • Reduce global warming pollution by the targets science tells us are necessary: 25%-40% below 1990 levels by 2020; and 80%-95% below 1990 levels by 2050.
  • Set an aggressive cap on carbon immediately. If a cap-and-auction mechanism is chosen, 100% of pollution allowances must be auctioned. Any revenue generated from this cap must be used to address the climate crisis in a just and equitable way; none of this money should go to polluting industries.
  • Conserve and restore the world’s forest, ecosystems, and carbon sinks, which are the best natural defense in a warming world.

2. Invest in a Green Economy

  • Create 5 million new jobs through investments in clean energy.
  • Develop a “Clean Energy Corps” to create service, training, and job opportunities in the clean energy economy (1).
  • Train a generation of workers and volunteers to build our clean energy future and help communities adapt to the already changing climate.

3. Power Our Future with Clean Energy, not Dirty Fuels

  • We see a future powered by clean, renewable energy like wind, solar, and geothermal; 100% of our electricity should come from these sources, and we should invest in sustainable transit and energy efficiency.
  • End our dependence on dirty energy by enacting a moratorium on financing and development of new coal and nuclear plants, and oil shale and tar sands infrastructure.
  • Immediately begin phasing out dirty and dangerous energy sources and methods of extraction, while also ensuring a just transition for affected workers and communities.

4. Lead the World to a Clean and Equitable Energy Future

  • Work with other nations to reach a strong new global climate treaty in Copenhagen that puts us on track to reduce carbon below 350 parts per million.
  • Assist vulnerable communities and developing countries in the transition to low-carbon economies and with adaptation to the changing climate.

This was the type of rhetoric left at the nation’s capitol a week ago, and such requests likely still serve as hot topic points in DC. As a voice of Powershift, and the young environmentalists of this nation, this is the direction we want to see our federal government take now, and in the future. And let me assure you, the overwhelming feeling in Washington experienced by many of the Powershifters is that this direction is highly achievable, at least, more so than ever before in our nation’s history!

This just in from the Associated Press:

WASHINGTON – Author and activist Van Jones will be a special adviser for green jobs, enterprise and innovation in the Obama administration.

Nancy Sutley, chairwoman of the White House Council on Environmental Quality, said in a release Monday that Jones will start work next week to help direct the administration’s efforts to create jobs and help the environment. Sutley said Jones will work on “vulnerable communities.”

Jones founded Green for All, a national organization that promises environmentally friendly jobs to help lift people out of poverty. He wrote the New York Times best-seller “The Green Collar Economy.”

Anyone who heard Van Jones’ keynote address at our Texas Energy Future conference knows what fantastic news it is that this man now has the ear of the President and the White House Council on Environmental Quality.  At the conference Van Jones gave an amazing speech to a packed house on the potential of the new green economy.  For a taste of the kind of green jobs messaging the Obama Administration will hear from now on, check out this trailer — courtesy of Texas Impact.

The House Technology, Economic Development and Workforce Committee met today to discuss HB 516, a bill to establish and fund a green job skills training program under the Texas Workforce Commission.  Representative Mark Strama (D-Austin) authored the bill, which specifies green jobs as being “jobs in the field of renewable energy or energy efficiency.” These include jobs in energy efficient building, construction, and retrofitting, renewable electric power, biofuels, deconstruction and reuse of materials, energy efficiency assessments, manufacturing of sustainable products, and manufacturing using sustainable processes and materials. Considering the fact that Texas unemployment rate has hit a 19-year high and is home to an increasingly environmentally-conscious public, creating green jobs simply makes sense.  Austin City Council’s recent approval and the public’s support of the Webberville solar plant shows that there is local a push for a greener economy. The fact that $43 billion of the recently passed stimulus package is slated towards energy, especially green energy, speaks volumes about what direction the country would like to go towards its use of energy. If the bill does pass, federal funding will be the principal source of money. (more…)

In the world of energy, there’s one clear winner when it comes to cost, cleanliness and speed: energy efficiency.

Although regulated utilities in Texas, with few exceptions, met or surpassed all energy efficiency goals set by the Legislature in 2007, this is not the time for Texans to get complacent.

Rather, it’s time to increase our energy efficiency goals and give utilities more tools to achieve new, more aggressive targets. In this time of economic uncertainty and out-of-control utility bills, homes and businesses across Texas deserve more action.

Last year, the Public Utility Commission of Texas completed a study of the state’s energy efficiency potential. Conducted by the independent firm Itron, it concluded that there’s room for Texas to reduce its energy use by 18 percent. We could save even more during times of peak demand. The study also reported that if the Texas Legislature sets higher goals for energy savings, consumers could save $4 billion to $12 billion on utility bills over the next 10 years. (more…)

austin-skyline-bannerAs expected, the Austin City Council made the decision to delay the vote on Austin Energy’s proposed solar plant until March 5th.  Council Member Mike Martinez wanted to put it off longer, but since the bid for the plant will actually expire just seven days after this March meeting, the council agreed unanimously to have the final vote in three weeks time.

The foremost explanation for this delay was to give more time for the public participation process… though I think it is important to note that the “public” we’re referring to here is chiefly the city’s largest industrial rate-payers.  The general Austin public has already shown its colors on this issue.  According to recent surveys conducted by Austin Energy (and presented yesterday morning by Roger Duncan, general manager of the utility), Austinites want much more solar.  At 30 MW, the proposed solar plant would be the largest utility-scale photovoltaic array in the nation, and the 6th biggest solar plant in the world.  From where I’m sitting, that looks like just what the doctor ordered.

Large-scale users are up in arms because, since they use so much more energy, they think they’re going to be particularly hard hit by any slight rate increase.  Due to information that surfaced during this meeting, I am inclined not to feel terribly sorry for these folks.  If you’ll just stick with me here, everything will be illuminated.  I promise it’ll be good.

The council had already decided to delay the vote before they even entered the chamber, but listened to presentations and public comment anyway.  First on the agenda was Roger Duncan, general manager of Austin Energy.

Roger started out by laying out the basics of the proposed solar plant and how it would fit in with the City’s strategic energy plan.  The City plans to get 100 MW of its power from solar energy by 2020.  The first goal in this process was to install 15 MW of solar power by 2007.  We missed that stepping stone — Roger said we currently have 1.5 MW of solar installed on rooftops throughout Austin.  The next goal in line is to get 30 MW by 2010.  If the proposed project is approved, and built within the expected 18 months, Austin will be right on schedule to meet that goal. Also, check out KXAN’s news coverage.  The KXAN slant on the story was pretty interesting: they focused on how jobs lost in the semiconductor industry could be replaced by new solar manufacturing jobs.

circuitAustin has long been a hub of the semiconductor industry because a generation ago, state legislators passed a package of incentives to lure silicon chip manufacturers to Texas.  This created a high tech boom that has enriched Texans for over 20 years.  But now thousands of those jobs are disappearing.  The technologies involved to manufacture semiconductor chips and solar installations are very close, and business leaders believe that the semiconductor industry can actually be repurposed to produce solar.  At the very least, the skill sets involved in one translate seamlessly into the other, so that individuals who lost semiconductor jobs are the perfect candidates for new solar jobs.

And in the Austin-American Statesman today, it turns out there really is credence to what we’ve been saying!  It never hurts to have backup.  A new solar energy start-up is moving to Austin, precisely because we’ve got all the ideal ingredients to be a solar power hub.

Said SmartSpark chief executive Ron Van Dell (former leader of semiconductor design company Legerity Inc. and chief executive of Primarion Corp., a mixed-signal semiconductor company),

[In Austin] You’ve got an excellent talent pool, a growing base of renewable energy companies and a local ecosystem that’s very supportive of high-tech startups.

…The skills mix in power electronics is very, very good in Austin, whether they’re technical people or marketing people.

…Clean energy is a sector that dovetails with the semiconductor industry, and we’ve got a lot of talented people with skills that are so well-suited for the next generation of technology innovation.

Public Citizen’s bet is that if the Texas Legislature can pass the right policies this session, we can attract even more solar manufacturing and installation companies like SmartSpark.  We don’t want to make the same mistake we did with wind, where we created a huge renewable energy boom and created thousands of installation jobs (yay!), but moved too slowly and cautiously to attract the big manufacturing companies (boo).  For more information on some of the solar legislation introduced this session, check out last week’s post “Could this be Texas’ Solar Session?”

At last!  I can fill you in on Monday’s fantastic solar press conference at the capitol!

Public Citizen, Environment Texas and the Lone Star Chapter of the Sierra Club hosted a statewide round of press conferences this week to roll out our solar report, Texas Solar Roadmap — which of course can be downloaded at www.cleanenergyfortexas.org. Our report highlights how a robust solar program would help put Texans back to work, reduce peak energy prices, curb climate change, improve air quality, and position the state as a world leader for solar production. Our press conference in Austin was particularly exciting because we were in such great company. Senators Troy Fraser, Leticia Van de Putte, Kirk Watson, Rodney Ellis, and Representatives Mark Strama and Rafael Anchia all appeared and championed the solar bills they have introduced thus far.

Rafael Anchia’s HB 278 and Florence Shapiro’s SB 427 would require the state’s electric utilities to support the development of 2000 megawatts of solar and other on-site renewable technologies by offering direct incentives to consumers and businesses.

This is right in line with Public Citizen’s distributed solar goal, outlined in both Wildcatting the Sun and Texas Solar Roadmap . According to our report , such a standard could lead to installations on as many as 500,000 roofs in Texas by 2020 at a cost of about 98 cents per month per Texan (Polls have shown that 81% of Texas voters are willing to pay up to a dollar a month to encourage solar power. What about you?). This investment would create an estimated 22,000 jobs and reduce emissions of carbon dioxide emissions by 29 million tons, the equivalent of taking 4.3 million cars off the road for a year.

Anchia stressed that this should be Texas’ solar session because it would answer two of our major challenges: air quality, and global warming.

solar_power_lege_09_presser_0041Senator Fraser was the first legislator to speak, proclaiming that this would be Texas’ solar session. Chairman of the Business and Commerce Committee, Fraser is well positioned to be an effective solar champion. As such, Fraser was particularly proud to forecast a sunny session for solar power. He joked that there are so many solar bills being filed this session, they are going to have to lay them all out at once and have a “solar day” where they can pick out the best bills and key components of each (this is the second time I’ve heard him say this though, so he may be serious. If so, you better bet I’ll be there with bells on!)

Fraser also said that he found the idea enumerated in Kirk Watson’s bills — that Texas was very successful in promoting wind power but missed out on manufacturing opportunities — particularly in need of our attention.

Fraser’s big solar bill is SB 545, which

would create a five-year program for distributed solar generation incentives offered through the state’s transmission and distribution utilities. The incentive program would be funded by a nominal monthly fee on residential, commercial and industrial customers.

Check out his press release from last week, when that bill was filed, for more information. Or if you’re feeling really geeky, read the bill. Watson has also filed SB 546, relating to the state goal for energy efficiency. This bill sets stepped goals for how much of the state’s growth in energy efficiency will be met by efficiency, culminating in a goal of getting 50% load growth through efficiency by 2015.

solar_power_lege_09_presser_0061Senator Van de Putte was then called up to champion CPS Energy’s new distributed energy commitment and her own solar in schools bill, SB 598. This would set up a pilot loan program to retrofit public schools with PV panels and other efficiency measures. Solar on schools is a pretty smart idea, because during summer months when the lights are off and their electricity use dips way down, they could make a lot of money pumping of energy back into the grid.
